Bittensor Targets December 2027 for Full Decentralized Governance

Bittensor says 24 subnets generate $28M-$35M annualized external revenue and targets December 2027 for transferring control to stakeholder governance, per its Exploit Summit roadmap.

Outputs

  1. 24 Bittensor subnets generate an estimated $28M–$35M in annualized external revenue as of August–September 2026.

  2. Co-founder Jacob Steeves presented the roadmap at the Exploit Summit on September 28-29, 2026.

  3. Governance transfer from centralized figures to stakeholders is targeted for December 2027.

  4. Gamma tokens will serve as usage credits for inter-subnet purchases, building on Dynamic TAO from February 2025.

  5. The first TAO halving in December 2025 cut daily emissions to roughly 3,600 TAO.

Bittensor plans to hand control of the network from its centralized founders to community governance by December 2027, according to a roadmap presented by co-founder Jacob Steeves at the Exploit Summit on September 28-29, 2026. The decentralized AI protocol is positioning itself as a "full-stack intelligence network" in which specialized subnets transact with each other and generate external revenue.

The revenue picture is no longer theoretical. As of August and September 2026, 24 subnets are estimated to generate between $28 million and $35 million in annualized external revenue — payments from customers outside the network rather than value recycled from TAO emissions.

Which subnets are already profitable?

Compute infrastructure leads the pack. Steeves reported that compute-focused subnets Lium SN51 and Chutes SN64 now earn more from external customers than they receive in TAO emissions, meaning subsidy-independent operation has arrived for at least part of the ecosystem.

Of the 24 revenue-generating subnets, 14 channel proceeds into buybacks of their own alpha tokens — a mechanism that ties subnet-level commercial performance directly to token value capture.

Enterprise adoption lends weight to the revenue claims. Bittensor's reported client list includes PwC France, Dropbox, and an NYSE-listed real estate investment trust.

What are Gamma tokens?

The next structural upgrade is the introduction of Gamma tokens, a new token type designed to function as usage credits for inter-subnet purchases. Under the design, an inference-focused subnet that needs storage can pay a storage subnet in Gamma tokens, creating an internal service marketplace rather than a collection of parallel, isolated products.

The mechanism builds on Dynamic TAO, which rolled out in February 2025 to shift emission allocation toward market-driven pricing. Before that upgrade, root network validators effectively decided which subnets received rewards — a centralization point that Dynamic TAO diluted and that Gamma is intended to eliminate further.

How big can the network get?

Subnet capacity is expanding alongside the token redesign. Discussions throughout 2026 have centered on scaling to 256 subnet slots, a substantial increase from earlier limits, giving the inter-subnet economy room to add specialized services across data, compute, storage, pretraining, inference, and AI agent functionality.

Emission economics are tightening on a separate schedule. The first TAO halving occurred in December 2025, cutting daily emissions to roughly 3,600 TAO — a supply-side constraint that raises the stakes for subnets to sustain themselves on external revenue rather than inflationary rewards.

What changes in December 2027?

The December 2027 target marks the transfer of control from centralized figures, including Steeves himself, to a governance model that empowers all network stakeholders. That deadline now serves as the network's central accountability metric: if the inter-subnet marketplace, the 256-slot expansion, and revenue independence mature on schedule, Bittensor will have completed its transition from founder-run protocol to stakeholder-governed infrastructure by the end of 2027.
