Chainlink Unveils Fulcrum for Cross-Chain Repo Settlement at Sibos

Chainlink introduced Fulcrum at Sibos on Sept. 30, an institutional funding platform designed to coordinate repurchase agreements across public and private blockchains. The system separates where a repo agreement is governed from where cash and collateral settle, letting assets stay on their existing chain.
Chainlink said it demonstrated the workflow with DTCC at the conference, showing how the system "enabled a cross-chain securities financing transaction." The company has not disclosed live repo borrowers, lenders or a production launch date for Fulcrum. Integration with existing financing venues and forthcoming traditional-finance platforms is under way.
What does Fulcrum actually change for repo desks?
For institutional counterparties, the structural change is venue selection. A borrower or lender can choose where it manages a repo independently from the blockchain that holds its collateral.
Fulcrum does not custody assets, act as a counterparty or run a trading venue, according to the announcement. Agreements remain between participants and execute on integrated venues under terms each side sets.
How does the cross-chain repo workflow function?
In a repurchase agreement, a borrower pledges securities in exchange for cash and commits to repurchase them at a predetermined price.
Fulcrum's design makes cash release on one network conditional on collateral verification within an agreement managed on another. Counterparties set eligible collateral, financing rates and haircuts — discounts applied to collateral values for risk — and can prohibit the reuse of pledged collateral.
How is the workflow assembled?
Fulcrum combines three existing Chainlink services:
- Chainlink Runtime Environment (CRE): coordinates agreement creation, collateral checks and cash release
- Cross-Chain Interoperability Protocol (CCIP): handles cross-chain messaging and asset transfers
- Data Streams: supplies collateral valuation data
Automated coverage checks can support margin calls or liquidations outside traditional market hours, subject to each agreement's terms. Supported networks include EVM-compatible chains and non-EVM chains already covered by CRE and CCIP. A chain-by-chain Fulcrum deployment list was not disclosed. Additional compliance, privacy and AI functionality is planned "according to user demand," per the announcement.
What is the Swift foundation underneath?
The underlying cross-chain capability predates Fulcrum. In Swift's 2023 interoperability experiments, existing bank messaging rails were connected to token transfers using CCIP. Swift's report notes the technical work was simulated entirely by Swift and Chainlink. Fulcrum packages that connectivity into a reusable financing layer covering agreement terms, collateral checks and cash release.
How does DTCC's Collateral AppChain fit in?
DTCC's Collateral AppChain, a separate shared-collateral platform, will also use Chainlink's orchestration, interoperability and valuation services. The Defiant reported the planned DTCC-Chainlink integration in May. Chainlink said on Sept. 28 that the AppChain is "expected to launch in Q1 2027."
The AppChain sits alongside Fulcrum as the only named institutional venue in Chainlink's traditional-finance pipeline: Fulcrum as the orchestration workflow, AppChain as a settlement venue for tokenized collateral.
What to watch next
The next dated milestone is the Q1 2027 target for DTCC's Collateral AppChain. A production timeline for Fulcrum itself — including named counterparties and launch network support — remains undisclosed.
