ECB Opens Applications for Digital Euro AI Agent Pilot Running Through Mid-2027
The ECB opened applications for its 2027 digital euro innovation platform, splitting the program between AI agent and conditional payment prototypes and machine-to-machine workshops ahead of a separate 12-month retail pilot in H2 2027.
Outputs
Applications opened Monday for the ECB's 2027 digital euro innovation platform
Experimentation track runs January through June 2027 covering e-receipts, multiparty and conditional payments
Workshops in H1 2027 will cover AI-enabled payments, micropayments, machine-to-machine interactions and public service uses
Separate 12-month digital euro issuance pilot involving 36 firms including Revolut, Stripe and Deutsche Bank begins H2 2027
Any digital euro issuance still requires EU legislation and a subsequent ECB governing council decision
The European Central Bank opened applications on Monday for a new cohort of its digital euro innovation platform, dedicating the 2027 program to AI agent payments, machine-to-machine interactions and conditional transactions ahead of a separate retail pilot scheduled to begin in the second half of next year.
The Frankfurt-based institution is seeking fintechs, payment firms and other organizations to participate in two tracks: a hands-on experimentation phase running from January through June 2027, and a workshop series in the first half of 2027 focused on forward-looking use cases. The ECB said findings from both could shape subsequent enhancements to the central bank digital currency design.
What the experimentation track covers
Selected participants will build prototypes in four areas:
- E-receipts for digital euro transactions
- Multiparty transactions involving more than two counterparties
- Conditional payments that execute when predefined criteria are met
- New front-end features for end-user interfaces
Prototypes developed during the six-month track will be presented at the ECB's Frankfurt headquarters, according to the announcement. The workshops will run in parallel and address AI-enabled payments, micropayments, machine-to-machine economic activity and the digital euro's role in public services.
How this connects to the wider digital euro timeline
The innovation platform sits alongside a separate 12-month issuance pilot the ECB confirmed earlier this year, which involves 36 banks and payment firms including Revolut, Stripe and Deutsche Bank. That pilot is set to launch in the second half of 2027 and will test the core distribution and settlement mechanics of a retail digital euro.
Any actual issuance of the digital euro remains contingent on EU-level legislation and a subsequent ECB governing council decision, the central bank reiterated. The currency is being designed to operate as a digital equivalent of cash across the euro area rather than as a competing store-of-value asset.
What machine-to-machine payments imply for the design
The framing of agent-based transactions as a workshop topic rather than a prototype track signals the ECB is still scoping the operational and policy questions. AI agents acting on behalf of users raise issues around authorization, liability and anti-money-laundering controls that the bank-to-bank pilot does not directly address. Conditional payments, similarly, depend on trusted oracles or attestations that are not part of the existing settlement rails being tested with the 36 commercial participants.
Focusing the experimentation phase on these areas suggests the ECB is using the innovation platform as a research arm to surface technical constraints before committing them to the formal issuance specification.
What changes next
Applications for both tracks are open now, with the ECB expected to name selected participants ahead of the January 2027 start. The mid-2027 prototype presentations will feed into the governing council's deliberations alongside the parallel 12-month issuance pilot, leaving the legislative pathway in the European Parliament as the binding constraint on any retail launch.
