OKX and ICE Build Tokenized Stock Pools on Uniswap v4 With Access Hook

The joint project, branded OKXICE TSV, disclosed the design in a white paper published ahead of launch. Each pool will pair one stock token with USDC, USDG or USDT, with planned 24-hour trading in equities including Nvidia, Tesla and Apple. The venue's website currently displays the message "OKXICE TSV is coming."
Uniswap founder Hayden Adams characterized the architecture as "launching as a Uniswap v4 hook." Hooks let developers add custom rules to individual pools without altering the underlying protocol.
What does the venue do?
Co-chair Andrew Cuomo said OKXICE has notified the Securities and Exchange Commission that it intends to launch under the regulator's temporary innovation exemption. SEC order 34-106402 conditionally exempts qualifying venues from the definition of an exchange.
OKXICE's filing states the venture has not registered with the SEC for activities under the exemption and that the agency has not passed upon the merits or accuracy of its disclosures.
How does access control work?
The hook enforces onboarding at the contract layer rather than through a front-end restriction. Investors must complete:
- Know-your-customer or business verification
- Anti-money-laundering screening
- Sanctions checks
- Wallet screening
- Account creation with the stock tokenizer
OKXICE issues a non-transferable soulbound token, or SBT, to the approved wallet. The stock tokenizer separately adds that wallet to its whitelist. The hook checks the credential on every trade and liquidity action.
Only OKXICE can create pools using its TSV hook, although any participant who completes onboarding can supply liquidity. The structure amounts to permissioned pools on public infrastructure — not stock liquidity that any Uniswap user can access.
What are the operational limits?
Approved wallets can interact directly with the venue's contracts without going through its interface. Third-party contracts, however, require OKXICE whitelisting. The notice says the venue does not currently support aggregators, solvers or relayers, which limits how external DeFi applications can route to its liquidity.
The hook leaves Uniswap's pricing formula unchanged, and liquidity providers can concentrate deposits within chosen price ranges. The contracts do not use external price oracles. OKXICE's notice warns that pool prices can diverge from the underlying stocks, particularly outside regular equity market hours or when liquidity is thin.
Who controls the venue?
OKXICE retains administrative powers to upgrade contracts, pause trading and withdraw a liquidity provider's liquidity. The notice says critical functions require multiple signatures, while day-to-day operations rely on a separate single-signature key.
The software developer of record is OKX Technology Inc. Before commencing operations, OKXICE says it will have the hook audited internally by that team and externally by Certified Kernel Tech LLC.
Uniswap introduced its Permissioned Pools hook standard in July as a template for controlled access to regulated assets. OKXICE's TSV hook builds on that framework.
OKXICE will need to bring its filings and onboarding pipeline live before any tokenized Nvidia, Tesla or Apple pool accepts the first approved wallet.
