Intercontinental Exchange, the parent of the New York Stock Exchange, has agreed to partner with TradeXYZ to launch Hyperliquid-based perpetual futures markets in the United States, subject to regulatory approvals. ICE will also take a strategic stake in TradeXYZ, and the HYPE token rose 15% on the news, trading near $91.21 on Thursday against an all-time high of $97.96 set last month.
The structure splits responsibilities three ways. Hyperliquid supplies the underlying technology through HIP-3, its builder-deployed market framework. TradeXYZ designs and implements the markets. ICE operates the regulated exchange and clearing infrastructure, covering perpetual contracts tied to cryptocurrencies, equities, indices, commodities and forex. Participating brokers and platforms are expected to distribute the products.
What does the deal change for US market structure?
For practitioners, the arrangement moves on-chain perpetuals from the regulatory periphery toward a supervised venue with a designated clearing function. ICE chief executive Jeffrey Sprecher has previously framed the company's interest as an effort to create a level regulatory playing field for onchain perpetuals. On Thursday he grounded the commercial case in retail behavior.
"We've seen a clear increase in retail participation in markets, and that participation is becoming far more global, with retail traders increasingly seeking short-duration exposure, often around the clock," Sprecher said. "We intend to find retail traders where they want to be, through the partners, brokers, and platforms they already use. We see these perp markets as additive to our futures markets, not a replacement for them."
That final clause matters for ICE's existing franchise. The company is positioning perps as a complement to its listed futures complex rather than a substitute, an implicit acknowledgment that 24/7 short-duration exposure is demand its current session-based products do not capture.
The regulatory runway
The deal did not emerge in a vacuum. In May, the Commodity Futures Trading Commission issued a staff advisory and no-action relief that cleared the path for perpetual futures in the US market. In September, President Donald Trump publicly named Hyperliquid, citing the CFTC's effort to bring the protocol onshore in a "fully compliant and legal fashion." ICE's application now heads into the formal approval process, with the launch contingent on regulators signing off on the exchange and clearing design.
Why HIP-3 carries the load
TradeXYZ arrives at the partnership with operating history on Hyperliquid. Its builder-deployed perpetual markets have captured a growing share of activity in contracts tied to stocks, indices and commodities on the chain. Across Hyperliquid's HIP-3 markets, open interest for around-the-clock trading of traditional assets reached $2.38 billion in April. That figure — roughly the size of a mid-tier derivatives exchange's book — signals the offshore demand ICE intends to intercept with a regulated US wrapper.
Billionaire investor Stanley Druckenmiller, posting on X for the first time, backed the venture publicly. "I am excited to be an investor in trade(xyz) as they partner with ICE to bring 24/7 perpetual futures on Hyperliquid to the United States," he wrote, adding that he looks forward to using the product "to enhance my investment process." Druckenmiller's involvement gives the initiative an institutional stamp that few on-chain derivatives projects have secured.
For brokers, the operational consequence is distribution: ICE-regulated perps would flow through existing intermediary channels rather than offshore fronts. For Hyperliquid, the consequence is legitimization of HIP-3 as US-grade market infrastructure. The markets remain contingent on approval, and the CFTC's no-action framework now faces its first test from a legacy exchange operator — the approval timeline is the variable to watch.
