Kazakhstan central bank, Tether sign MoU on tenge stablecoin study

Kazakhstan's National Bank, Tether and the Alatau City Authority signed a memorandum of understanding on Wednesday to study a stablecoin pegged to the Kazakhstani tenge, identify real-world assets for on-chain representation and review decentralized-finance use cases, the parties said in a joint statement.
The agreement is exploratory and does not commit the National Bank of Kazakhstan (NBK) to issuing a stablecoin or adopting Tether's infrastructure. It places the issuer of USDT alongside a sovereign monetary authority in a structured review of digital money design, reserve management and asset digitization.
"As part of piloting tokenization projects, we intend to thoroughly study international best practices in stablecoin issuance and real-world asset tokenization," NBK Deputy Governor Binur Zhalenov said.
Tether's Hadron platform, which provides infrastructure for issuing and managing tokenized assets, is one technology under consideration. The company's flagship product, USDT, holds roughly $140 billion in circulation, making it the largest U.S. dollar-pegged token. Its tokenized gold product, XAUT, carries about $3.3 billion in physical bullion stored in Swiss vaults.
What will the parties actually build?
The MoU outlines three workstreams: a study of how pegged tokens operate in other jurisdictions, a survey of potential use cases for a tenge-linked stablecoin, and a separate track on tokenizing assets ranging from bonds to real estate.
The parties plan pilot work on the tokenization track within Alatau City, a special legal zone designed in part to attract financial technology experimentation. They will prepare a formal pilot proposal for the NBK's review and run targeted sessions on stablecoin reserves, issuance mechanics and tokenization infrastructure for central bank staff and other government agencies, according to the joint release.
Why does a central bank engage Tether now?
Kazakhstan has been expanding its digital-asset framework while keeping the NBK inside the supervisory perimeter.
Engaging a global stablecoin issuer gives the regulator a working view of operational, reserve and redemption mechanics before drafting any domestic issuance rules, and signals to local market participants which technical standards the central bank considers credible.
Tether has been expanding well beyond stablecoins, investing across energy, payments, commodities and tokenization infrastructure as it pursues a broader financial and digital-asset business. Hadron serves as the company's bridge between USDT issuance and institutional token products.
What changes for Kazakhstan's market structure?
The MoU carries no enforcement weight and does not authorize issuance of any stablecoin by either party. It establishes a framework for technical study and a sandboxed pilot, with all material decisions on adoption, licensing and operating rules reserved to the central bank.
Alatau's special legal regime gives the parties room to test issuance, settlement and redemption mechanics without triggering the full domestic licensing regime. That sandbox status is what makes the agreement workable before any statutory framework is in place.
The next testable milestone is the delivery of the pilot proposal to the NBK. Until that proposal lands, the central bank retains full discretion over whether a tenge-pegged token ever enters circulation, and under what reserve, audit and redemption regime.
