Binance Pay Opens PayPay Merchant Network in Japan to USDT Spending

Binance Pay will let eligible overseas users visiting Japan spend Tether USDt (USDT) at the vast majority of PayPay-supported merchants starting Wednesday, marking the first cryptocurrency payment service to reach PayPay's network through the HIVEX interoperability framework.
The service runs through HIVEX, a payment interoperability layer that connects overseas QR-code payment services to merchants on PayPay's Japanese network. Merchants do not need to opt in separately, Binance told Cointelegraph. Critically for adoption, settlement for merchants remains in Japanese yen, meaning retailers carry no direct exposure to crypto volatility or token custody.
PayPay is one of Japan's dominant cashless payment services, accepted at millions of locations nationwide. Its network spans major retail chains, smaller independent retailers, vending machines, taxis and public transportation. HIVEX currently lists nine other overseas payment services connected to PayPay merchants, mainly from China, Hong Kong and Taiwan. Binance Pay becomes the tenth, and the first denominated in a stablecoin rather than a fiat-linked wallet service from Greater China.
The operational mechanics matter for understanding the deal. A foreign visitor with a Binance account pays in USDT through Binance Pay; HIVEX converts the transaction into a format PayPay's acquiring infrastructure can process; the merchant receives yen as with any other QR payment. The merchant sees no difference at the point of sale. This removes the single largest friction point for stablecoin payments in retail — merchant onboarding — by piggybacking on an existing acceptance network rather than building one from scratch.
Binance is targeting Japan's inbound tourism economy, which remains among the largest in the world. Japan welcomed a record 42.7 million international visitors in 2025, according to the Japan Tourism Agency, ranking ninth globally and first in Asia in the latest comparable international ranking based on 2024 data. Recent momentum has softened: the country recorded 3.1 million visitor arrivals in August, down 9.6% from a year earlier, bringing the total for the first eight months of 2026 to 27.6 million, down 2.7% year over year, according to the Japan National Tourism Organization.
The launch also lands in a Japanese regulatory environment that has recently reopened to crypto market infrastructure. Laser Digital, the digital-assets arm of Nomura, this year obtained Japan's first crypto exchange approval in four years, signaling that regulators are again licensing new entrants after a prolonged pause following high-profile exchange failures.
For Binance, the arrangement extends a payments strategy that treats stablecoins as a cross-border spending rail rather than a trading instrument. For HIVEX and PayPay, it adds a new class of payment origin without changes to merchant-side operations. The model — stablecoin in, fiat out, interoperability layer in between — is one other Asian payment networks could replicate if the Japan deployment demonstrates reliable settlement volume from visiting Binance users.
