PayPay enabled Binance Pay on Sept. 30, letting verified overseas visitors pay with crypto balances at participating offline Japanese merchants via the HIVEX cross-border network.
Merchants settle in Japanese yen; conversion happens at checkout from the user's Binance balance, supporting 100+ cryptocurrencies including USDT, USDC, BTC, ETH and BNB.
Japan residents and Binance Japan users are excluded; refunds may differ from original payments due to rate fluctuations and FX spreads.
Japanese payment provider PayPay enabled Binance Pay on Sept. 30, allowing eligible overseas visitors to spend their crypto balances at participating offline merchants across Japan. Merchants receive proceeds in Japanese yen, according to PayPay's launch announcement.
The integration runs through HIVEX, a cross-border payment network. When a verified Binance user makes a yen-denominated purchase, the exchange draws on the customer's Binance balance and converts the crypto to yen during the payment process. The merchant never handles digital assets.
Binance says the feature is exclusively available to visitors who have completed its identity verification. Japan residents cannot use it. PayPay's announcement specifically excludes Binance Japan users residing in the country, and the launch does not extend crypto-funded checkout to the exchange's domestic Japanese customers.
The operational design keeps the merchant side unchanged. A visitor can either show a PayPay payment code for the merchant to scan, or scan a participating merchant's PayPay QR code. Both modes settle from the customer's Binance balance through QR checkouts, so merchants need no crypto acceptance infrastructure of their own.
Binance's Japan visitor FAQ states users can review the exchange rate before confirming a payment. The service supports more than 100 cryptocurrencies, including USDT, USDC, Bitcoin, Ethereum, and BNB. Conversion to yen happens automatically at checkout, and the store's sales proceeds remain in Japanese currency throughout.
Refunds carry a caveat. Binance's FAQ describes payments and refunds as distinct transactions, and the refunded amount can differ from the original charge because of exchange-rate fluctuations and applicable foreign-exchange spreads. The FAQ does not specify a numerical spread, so the fee disclosure does not establish a cost-free conversion for the user.
Coverage is narrower than PayPay's full merchant footprint. Exclusions include online platforms, some taxis and vending machines, PayPay Money-only stores, certain barcode-payment merchants, and stores that do not support cross-border payments. Binance's FAQ also excludes merchants that require Japanese identity verification at checkout.
That last exclusion matters in practice. A PayPay sign alone does not guarantee the Binance-funded route will work. A traveler needs both an eligible verified account and a store that accepts the cross-border service, regardless of whether they present their own code or scan the merchant's.
For eligible visitors, the immediate utility is straightforward: they can fund a yen-denominated purchase directly from a Binance crypto balance after reviewing the quoted exchange rate, without pre-converting funds into local currency through a bank or card issuer.
For Binance, the arrangement opens a distribution channel into one of the world's largest cashless-payment networks without triggering the domestic regulatory perimeter that governs its Japan-domiciled entity. For PayPay, the HIVEX link adds a cross-border funding rail for inbound tourist spending while keeping merchant settlement entirely in yen.
The visitor-only structure signals the current boundary of crypto payments in Japan's retail sector. Whether the service expands to domestic users, or to online merchants, will depend on how Japanese regulators and the exchange's local entity treat resident-facing crypto-funded checkout in future licensing rounds.
